Art. 81 Ombuds-Institution

1. The cantonal counsel elects an ombudsperson. This ombudsperson directs the ombuds-institution.
2. The ombuds-institution acts as mediator between private persons and the cantonal administration, cantonal authorities or private persons, that are in charge of cantonal assignments. The law may provide for exceptions.
3. The ombuds-institution is independent.
4. The ombuds-institution may also act in communities, if the local government code allows it.
